A total of 45 per cent of mobile phone users with a vehicle still send text messages while driving, according to the RAC.
Research by the company also shows that 89 per cent of mobile phone users keep their phone switched on when behind the wheel.
Those who want to use their phones while driving can invest in hands-free kits, provided by most mobile firms.
Elizabeth Dainton of the RAC commented on the findings, which highlighted that 53 per cent of drivers in London were guilty of texting while in control of a vehicle.
Ms Dainton said: "Many young people may not be aware that it is illegal to text and drive and how it places them and other road users in potential danger."
It was also reported in the Scotsman that despite new penalties, police figures show that 200 drivers are caught using handheld mobile phone devices every month.
