Bosses at the BBC are consulting on plans to stream television and radio channels to mobiles phones.
The consultation, which ends in August, comes in the middle of a year-long trial in which BBC services are available on the 3G networks of 3, Orange, Vodafone and T-Mobile.
In a statement, the BBC believes it is "uniquely placed" to drive mainstream use of mobile TV but critics have expressed concern that it will hinder innovation by commercial broadcasters.
The news comes as Intel published a study that predicts 100 million households will be watching IPTV by 2011.
Research by the chip manufacturer also indicates that the number of mobile internet devices in the world will grow to 1.2 billion by 2012.
"The demand is there and the need is there and our technology can meet those needs," Intel spokesperson Gadi Singer told the BBC.
