Vodafone has said that it is working to find an arrangement with the factory worker who landed a phone bill for £27,322.
Ian Simpson, a 29-year-old from Darlington, believed that his unlimited use contract covered internet use but had been using an online service to download television programmes at a cost of up to £18 per minute.
A spokesperson from Vodafone said: "Our advice would be to never use a mobile as a modem. We will try to come to some sympathetic arrangement. And we hope he won't make the same mistake again."
Mr Simpson has said that he cannot afford to pay the bill and may be forced into bankruptcy unless Vodafone take a "sensible approach".
A similar case in Canada last week saw a man receive an $85,000 (£43,300) bill from Bell Mobility after misunderstanding the internet use policy.
Vodafone added that its fair usage policy is clearly explained in the contract and is designed for light internet use.
